There are two different ways to make the /ow/ sound.
you’ve got the option to make it with /ou/ like in ouch.
(The crazy thing is that /ou/ also makes the /oo/ sound like in soup.)
So what rule or generalization can we make for these two vowel teams?
Think about words like out or shout.
When the sound /ow/ is heard at the end of a syllable or word, you use /ow/.
You see this in words like now, how, or plow.
BUT, remember this is English, so there are some exceptions.
Some examples of words that have a syllable end in owl are owl, howl, and growl.

What is important to note, is that /er/ is a separate syllable.
It is an r-controlled vowel.
So words like power and tower follow the rule.
The first syllable is pow and the second syllable is er.
So of course we use the /ow/ because the syllable end with the /ow/ sound.
